OpenAI's Always-On Agents Launch Without Europe, While Small Businesses Go Agentic

TL;DR: what are OpenAI's dots, and why can't Europeans on Pro use them?

At DevDay on 29 September 2026, OpenAI launched "dots": always-on AI agents, each with its own cloud computer and browser, that connect to more than 4,000 apps and work around the clock. For ChatGPT Pro subscribers they're available everywhere except the European Economic Area, Switzerland and the UK. Sam Altman blamed the EU's slower approval process. Business Premium workspaces do get dots in Europe. Meanwhile, OpenAI's own data shows small businesses going agentic fast: agent work rose from a third to two-thirds of their AI output between April and August. Here's what founders in Europe can do.
OpenAI's biggest launch of the autumn is an AI agent that never logs off. If you're a solo founder in Europe paying for ChatGPT Pro, you can't have one, at least not yet.
Here's what dots do, why Europe is left out, the workaround, and what OpenAI's new small-business data says about where agents are actually useful.

What dots are

According to OpenAI's announcement, a dot is an agent powered by GPT-6 Astra with its own cloud computer and browser. It can:
  • Work in the background, 24/7, and learn from your feedback. It can do proactive research, with connected apps limited to read-only for that.
  • Use more than 4,000 apps through plugins, and run Codex coding tasks in the cloud.
  • Talk to you where you work: message or call it in ChatGPT, Slack and Teams.
  • Use your laptop, if you give it permission.
  • Follow your rules. Custom Rules decide what it does alone, what needs your approval and what is blocked, and changing a password always stays with you.
OpenAI's example: an early tester's dot noticed an invoice that hadn't been sent, drafted it, and sent it after he approved. The first dot is included in eligible plans at no extra cost, and for the first month dot usage doesn't count towards plan limits.

Europe is left out, for now

OpenAI's help centre says dots are available on Pro to users over 18 "outside the European Economic Area, Switzerland, and the United Kingdom". On Business Premium, they're "available across supported ChatGPT regions", which includes Europe.
OpenAI's own pages give no reason. Asked by NBC News, Sam Altman pointed to the region's rules: "We have a great track record of getting our stuff launched in the E.U., but they do have a process that takes longer, and sometimes unpredictably longer." He added: "But we really want to ship all of our stuff to Europeans." No date has been given.
PlanPriceDots in the EEA, UK and Switzerland?
ChatGPT Pro 100$100 a monthNo
ChatGPT Pro 200$200 a monthNo
ChatGPT Pro 500$500 a monthNo
ChatGPT Business Premium$100 per seat a month billed annually ($125 monthly), at least 2 seatsYes
So the workaround for a European team is a Business Premium workspace: at least two seats, so from $200 a month billed annually, with five times Standard usage and no five-hour limit. For a solo founder, that's a lot to pay for early access to one feature.

The other DevDay launches

Dots weren't the only news at DevDay. For small builders, the most relevant launches were:
  • GPT-6.1 Sol, at a fifth of GPT-6 Astra's price; see our breakdown of the October AI price war.
  • Agents API upgrades: computer use, multi-agent work and context compaction.
  • Codex running in the cloud and from your phone, plus code review for GitHub and GitLab.
  • "Sign in with ChatGPT", which lets your ChatGPT plan's usage work in 16 partner apps, including Devin, Notion and Vercel.
And on 7 October, GPT-6 with "Intelligent UI", which builds interactive charts and tools inside answers, started rolling out to all ChatGPT tiers, including Free.

Small businesses are going agentic

A day after DevDay, OpenAI published a report on small businesses. In the week of 9–15 September, about 4 million employees at companies with fewer than 500 people used OpenAI tools worldwide, and nearly one in five of them worked at firms with fewer than 10 people.
  • Agents are taking over. Agentic output, from ChatGPT Work and Codex, grew from a third of small businesses' AI output in April 2026 to two-thirds in August.
  • Tiny teams code. Codex weekly users grew nearly 300% in seven months, fastest at companies with 1–9 people.
  • Back-office first. Small businesses use agents for finance, supply chain, legal and marketing three to almost four times as much as OpenAI's other business users.
  • A European example: freddy.coach in Zurich runs with two people and more than 5,000 users and is breaking even, according to the report.
The report is OpenAI's own data about its own products, so read it as a direction, not a neutral census. But the direction is clear: small teams are using agents for the work they can't afford to hire for.

What this means for you

  1. Don't wait for dots. You can build similar always-on workflows today with automation tools and the APIs that are available in Europe; see building AI workflows with n8n and automation workflows for startups.
  2. Start with back-office work. Invoices, reconciliation, supplier follow-ups and compliance checklists are where small businesses already use agents most. See AI-powered startup operations.
  3. Set rules before you give access. Whatever agent you use, decide what it can do alone, what needs approval and what's off-limits, as OpenAI's Custom Rules do.
  4. Only pay for Business Premium if dots save real hours. Two seats at $100 each, billed annually, is a significant cost for a bootstrapped team.
  5. Compare tools on your own tasks. See Google Gemini versus ChatGPT and when to use AI in your startup.

FAQ: OpenAI dots and Europe

What are OpenAI dots?

Always-on AI agents launched at OpenAI DevDay on 29 September 2026. Each dot runs on GPT-6 Astra with its own cloud computer and browser, connects to 4,000+ apps and can work in the background around the clock.

Are OpenAI dots available in Europe?

Not on ChatGPT Pro: they're available outside the European Economic Area, Switzerland and the UK. Business Premium workspaces get dots in all supported regions, including Europe.

Why aren't dots available in the EU?

OpenAI hasn't given an official reason. Sam Altman told NBC News that the EU has a process that takes longer, "sometimes unpredictably longer", and that OpenAI wants to ship to Europeans.

How much does ChatGPT Business Premium cost?

$100 per user per month billed annually, or $125 billed monthly, with a minimum of two seats. It includes dots and five times Standard usage.

How are small businesses using AI agents?

According to OpenAI, agentic output grew from a third to two-thirds of small businesses' AI output between April and August 2026, led by finance, supply chain, legal and marketing work.

Can I build my own always-on agent in Europe?

Yes. Automation tools and AI APIs available in Europe let you build scheduled, tool-using agents for specific tasks, with your own approval rules.
