TL;DR: do you need terms of service and a privacy policy, and can you use a template?
If your website or app collects any personal data, and almost every one does, the GDPR requires a privacy notice with a fixed list of information. Terms of service aren't required by one single law, but if you sell online, EU consumer law, the E-Commerce Directive and, for platforms, the Digital Services Act decide much of what they must say. A template is a fine starting point for a bootstrapped startup, as long as it was written for EU law and for your business model, and you rewrite it to match what you actually do. Copy-pasting someone else's policy is the mistake that gets founders into trouble.
